Requires all firearms sold by licensed dealers in Hawaii to include or be accompanied by a firearms safety device, with exemptions for purchasers who own gun safes or purchase safety devices within 30 days of firearm purchase.

Prohibits ammunition sales unless the purchaser demonstrates registration of the firearm for which ammunition is being purchased by presenting firearm registration and government-issued photo identification, with exceptions for pre-1899 firearms and law enforcement officers.

Requires firearms dealers to maintain secure inventory of all firearms, make inventory available for police inspection during business hours, and report firearm thefts to the chief of police within 24 hours; authorizes the attorney general to adopt rules for secure storage standards.

Prohibits importation, manufacture, possession, sale, or transfer of .50 BMG rifles and cartridges after July 1, 2011, with penalties of 10 years imprisonment without probation for violations.

Allows chief of police to withhold from firearm permit applicants the source of information used to deny applications based on mental health records.
