Requires fiscal notes to be attached to bills when reported from final committee prior to third reading, beginning with the 2012 regular legislative session, or a statement indicating no fiscal impact.

Fiscal notes must include the fiscal impact on existing and new programs, a six-year projection (current fiscal year plus five succeeding years), funding sources, number of new positions required, analysis methodology, and the date and names of preparers.

Allows committees to request assistance from the legislative analyst and affected state departments or agencies in preparing fiscal notes.

Appropriates funds (amount unspecified in the bill text) for fiscal years 2011-2012 and 2012-2013 to establish and operate the office of the legislative analyst.

Takes effect upon approval, with the appropriation section effective July 1, 2011.
