Adopts the Uniform Military and Overseas Voters Act to enable military personnel and overseas citizens to participate in federal, state, and local elections in Hawaii.

Addresses voting challenges such as difficulty registering abroad, slow mail delivery, frequent address changes, and inability to comply with notarization procedures.

Establishes uniform voting procedures for covered elections by allowing use of the Federal Voting Assistance Program's electronic transmission system and aligning ballot application timeframes with current state procedures.

Implements a "standing request for ballot transmission" system valid through December 31 of the request year and requires application ballots arriving after 45 days be filled within two business days.

Effective July 1, 2012, with conforming amendments to existing absentee voter laws and prohibition on attorney's fees awards in private causes of action.
