Prohibits demonstrations at state or county veterans cemeteries without approval from the county council where the cemetery is located.

Bans council approval for demonstrations within 60 minutes before and 60 minutes after funerals, memorial services, or ceremonies if the demonstration is within 150 feet of cemetery roads, pathways, or entrances and creates noise or disruption.

Prohibits demonstrations within 300 feet of the cemetery that would impede access to or egress from the cemetery during the restricted time period.

Defines "demonstration" to include picketing, speeches, sound amplification equipment, placards, banners, flags, and distribution of handbills or written materials not part of the funeral or ceremony.

Establishes violation of this section as a petty misdemeanor offense.
