Requires sellers of residential and agricultural real property to disclose in writing to buyers the existence of any specified access that burdens or may burden the property.

Mandates that disclosures be prepared in good faith and with due care in accordance with established law.

Sets effective date of July 1, 3000, to encourage further discussion of the measure.

Received support from the Hawaii Association of REALTORS and two individuals; opposed by the Land Use Research Foundation of Hawaii.
