Repeals Hawaii Revised Statutes Section 121-41, which established a $1.50 per day uniform maintenance allowance for enlisted army and air national guard personnel during annual training, year-round training, or state active duty.

Legislature finds the 1967 allowance is no longer necessary because a 2004 tax exemption increase for enlisted personnel more than covers maintenance costs and modern military uniforms are wash-and-wear fabrics that do not require dry cleaning.

Eliminates the provision allowing enlisted personnel to designate a financial institution account for automatic deposit of the uniform maintenance allowance.

Takes effect July 1, 2112.
