Proposes an amendment to Hawaii Constitution Article III, Section 10 to modify the annual convening date of the legislature in presidential inauguration years.

Changes the regular legislative session opening from the third Wednesday in January to the fourth Wednesday in January when the U.S. presidential inauguration falls on any day of the week that includes the third Wednesday in January.

Maintains all other existing provisions regarding special sessions, session limits (60 days regular, 30 days special), mandatory recesses, and session location requirements.

Requires voter approval through a statewide ballot question asking whether the Constitution should be amended to shift the convening date in years when the presidential inauguration conflicts with the third Wednesday in January.
