Requires the Auditor to review the allocation of cable operator franchise fees to public, educational, and government access organizations; Hawaii Public Television Foundation; and the cable television division of the Department of Commerce and Consumer Affairs to determine the basis and rationale for allocations.

Requires the Auditor to review reports submitted by 'Ōlelo Community Television under Hawaii Revised Statutes section 440G-14 and the most recent independent third party review to determine if current statutory reporting requirements are sufficient for effective oversight.

Aims to ensure cable operator franchise fee revenues and tax dollars are spent prudently and effectively during economically challenging times while improving state oversight of 'Ōlelo Community Television.
