Directs the Department of Business, Economic Development, and Tourism to develop procedures for licensing, siting, and permitting nuclear energy generation facilities in Hawaii by January 1, 2014.

Requires procedures to account for Hawaii's Constitution, resident health and safety, federal Energy Reorganization Act compliance, Nuclear Regulatory Commission regulations, and environmental preservation.

Mandates the department develop procedures for disposal, storage, or reprocessing of radioactive waste from nuclear facilities and seek input from county, state, and federal agencies.

Defines "nuclear energy generation facility" as a new nuclear fission power plant with capacity to produce at least 200 megawatts of electricity, including associated land, equipment, transmission lines, and infrastructure.

Requires the department to submit progress reports to the legislature in 2012 and 2013, and a final report with findings, recommendations, and proposed legislation by 2014.
