Office of planning required to convene a 13-member task force to review chapter 205, Hawaii Revised Statutes requirements and make recommendations on land use commission decision-making criteria.

Task force membership includes representatives from office of planning, county planning departments with Smart Growth experience, county councils, legislature (one senator and one representative), and non-profit and for-profit organizations working on land use planning.

Task force directed to ensure land use commission considers cumulative and long-term impacts of pending and proposed development requests when reviewing reclassification petitions.

Task force must submit findings, recommendations, and any proposed implementing legislation to the legislature no later than 20 days prior to the 2012 regular session, with assistance from legislative reference bureau in drafting recommendations.

Task force members receive no compensation but are reimbursed for expenses; task force dissolved after June 30, 2012.
