H.B. 60 Summary

• Repeals Section 138-4 of Hawaii Revised Statutes, eliminating the $0.66 monthly wireless enhanced 911 surcharge on commercial mobile radio service connections effective July 1, 2011.

• Modifies the wireless enhanced 911 fund to cease existing once all accumulated moneys have been expended, rather than remaining indefinitely.

• Removes the requirement for a cost study to guide legislative adjustments to the fund and surcharge from annual board reporting requirements.

• Expands annual reporting to require the board to project planned expenditures from the fund for each fiscal year until all moneys are expended.

• Maintains board oversight of fund administration and continues requirements to report on aggregate surcharges collected, disbursements, and wireless E911 service readiness progress.
