Prohibits any person from selling, offering for sale, or distributing novelty lighters within Hawaii, with an exception for lighters manufactured or transported through the state exclusively for out-of-state sale.

Defines "novelty lighter" as a handheld flame-producing device designed to attract children ten years of age or younger, including lighters depicting cartoon characters, toys, guns, watches, games, or animals.

Includes lighters that produce sounds, music, flashing lights, or illumination, or any combination of these features, in the definition of prohibited novelty lighters.

Establishes misdemeanor penalties of up to one year imprisonment and/or a fine of up to $1,000 for violations of the prohibition.

Takes effect upon approval, with the legislative finding that fires started by juveniles have killed over 300 people and caused nearly $1 billion in property damage nationally.
