Prohibits issuance or renewal of class 11 cabaret licenses for premises located less than 100 feet from another cabaret license in Waikiki (defined as the area bordered by Kalakaua Avenue, Kuhio Avenue, Kapahulu Avenue, and McCully Street).

Applies only to counties with populations exceeding 500,000 and specifically targets the Waikiki area.

When multiple cabaret licenses exist within 100 feet of each other, the license with the longest continuous existence receives preference for renewal, provided the licensee meets other operational standards established by the liquor commission.

Clarifies that the renewal process for cabaret licenses is subject to the distance requirements established in section 281-31, amending the general renewal provisions in section 281-61.
