Prohibits use of sound generating devices that emit audible noise at 100 feet or more while picketing within 50 feet of any hotel in Hawaii.

Restricts noise-making picketing to 8:00 a.m. to 9:00 p.m. on weekdays and state/federal holidays, and 9:00 a.m. to 8:00 p.m. on Sundays.

Establishes escalating fines: $50 for first violation, $100 for second, $200 for third, and $500 for each subsequent violation.

Defines "hotel" as any building with more than nine rooming units where space is rented to six or more unrelated persons.

Cites protection of Hawaii's tourism industry and visitor experience as the purpose of the noise restrictions during labor disputes.
