Establishes a working group under the office of veterans services to explore expanding Hawaii's military specialty license plates program to include all veterans categories.

Working group must meet minimum three times, conduct outreach to veterans groups, and consider specific veteran categories, fee structures, eligibility qualifications including non-vehicle owners and spouses of disabled veterans, plate design procedures, and other relevant issues.

Membership includes the director of veterans services, chair of advisory board on veterans services, police chiefs from all four counties, and finance/budget directors from all counties.

Office of veterans services shall provide administrative support and convene meetings, with members receiving no compensation but reimbursed for incidental expenses.

Working group shall submit findings and recommendations to legislature no later than twenty days before the 2012 regular session and cease to exist on May 15, 2012.
