Authorizes the Department of Land and Natural Resources to establish an interim coastal construction moratorium pilot project along Kailua beach on Oahu's east shore between Kawainui canal and Alala point.

Moratorium applies where shoreline has migrated due to accretion or erosion, existing setbacks may not provide adequate long-term protection, and a construction control line is deemed appropriate to protect coastal resources and development from hazards.

Exempts structures with approved building permits issued prior to moratorium establishment from the construction restrictions.

Moratorium expires on the earlier of two years from establishment or upon determination by DLNR that it is no longer appropriate.

Requires DLNR and University of Hawaii to report to the legislature by 2013 regarding pilot project results and recommendations on extending similar protections to other coastal areas statewide; bill itself repeals June 1, 2013.
