Adds new section to Chapter 46, Hawaii Revised Statutes requiring county councils to obtain prior written concurrence from the Board of Land and Natural Resources before rezoning any land listed on the national or state register of historic places.

Board of Land and Natural Resources must consult with the state historic preservation division before granting concurrence for rezoning.

Does not apply retroactively to any zoning or rezoning actions taken by counties prior to the effective date.

Takes effect on July 1, 2011.
