Amends Section 204(a) of the Hawaiian Homes Commission Act, 1920 to modify disposition rules for Hawaiian home lands that were previously leased under agriculture and pasture leases.

Restricts the department from negotiating disposition of Hawaiian home lands formerly leased for agriculture and pasture purposes to native Hawaiians or organizations and associations owned or controlled by native Hawaiians only, rather than to the general public.

Requires the department to follow procedures set forth in Chapter 171, Hawaii Revised Statutes when negotiating these restricted dispositions, to the extent applicable and not inconsistent with the Hawaiian Homes Commission Act.

Maintains existing authorization for the department to negotiate disposition of other Hawaiian home lands to native Hawaiians or native Hawaiian organizations for commercial, industrial, or other business purposes before negotiating with the general public.

Becomes effective upon approval.
