Amends Hawaii Revised Statutes Section 6E-5 to add a new requirement for the state historic preservation division's archaeological functions.

Requires that only archaeologists meeting the minimum professional qualifications standards adopted by the Secretary of the Interior under 36 C.F.R. Part 61 may execute documents on behalf of the department relating to archaeology.

Applies the archaeologist qualification requirement to approval of permits, reports, or documents requiring archaeological review, concurrence, or determination.

Takes effect upon approval.
