Requires the governor to direct the Department of Land and Natural Resources to dispose of Aloha Stadium and its surrounding 104 acres in Aiea through sale, lease, or land exchange.

Mandates the department to acquire suitable replacement land at an appropriate location on Oahu for construction of a new stadium using the same methods (purchase, lease, or exchange).

Requires proceeds from the disposition of Aloha Stadium and surrounding lands to be applied toward acquiring the replacement lands for the new stadium.

Directs the Department of Land and Natural Resources to begin implementation immediately and submit annual written progress reports to the legislature until both the stadium disposition and new land acquisition are completed.

Takes effect on January 1, 2012.
