Transfers the stadium authority from the department of accounting and general services to the University of Hawaii, effective July 1, 2011.

Stadium authority remains responsible for maintaining, operating, and managing the stadium and Kapolei recreational sports complex.

Authority continues to consist of nine members appointed by the governor, with the University of Hawaii president and superintendent of education serving as non-voting ex officio members.

All stadium authority officers and employees transfer to the University of Hawaii with full retention of salary, seniority, benefits, and civil service status.

All stadium authority property, equipment, records, contracts, and appropriations transfer to the University of Hawaii along with the functions.
