Creates a business outreach board placed under the Department of Business, Economic Development, and Tourism, composed of 14 members total.

Board membership consists of 10 appointed members (5 from business, 3 from organized private sector labor, 2 from organized public sector labor) appointed by the governor without senate confirmation, plus 2 state senators appointed by the senate president and 2 state representatives appointed by the house speaker.

Assigns the board the duty to periodically confer with out-of-state holders of controlling or major interests in companies incorporated within Hawaii regarding problems and concerns about doing business in the state.

Governor may remove the 10 appointed members at any time; legislative members serve at the pleasure of their respective chamber leaders.
