Creates a new restriction requiring proof of firearm registration before ammunition can be sold or distributed to a person in Hawaii.

Applies to all sellers including licensed manufacturers, importers, and dealers.

Provides an exception allowing licensed dealers to sell ammunition for a firearm at the time the firearm itself is sold.

Becomes effective upon approval by the governor.
