Proposes an amendment to Article VII, Section 6 of the Hawaii Constitution to establish a mechanism for using excess general fund revenues to reduce unfunded liabilities for state employee pension benefits and other post-employment benefits.

Triggers the excess revenue allocation when general fund revenues are projected to exceed the previous fiscal year's revenues by seven percent or more in any fiscal year.

Received support from the Department of Budget and Finance during committee hearing.

Recommended by the House Committee on Judiciary for referral to the Committee on Finance.
