Establishes new liquor tax rates effective July 1, 2011, replacing the rates that were in effect from July 1, 1998, to June 30, 2011, though specific dollar amounts are left blank in the bill.

Requires revenue from the tax rate increase (the difference between the new 2011 rates and the 1998-2011 rates) to be allocated to counties as an offset against their enforcement costs.

Directs counties to use the distributed liquor tax revenue to offset operating costs of enforcing Hawaii Revised Statutes chapters 291E parts II and IV, which relate to driving under the influence of intoxicants.

Takes effect on July 1, 2011.
