Adds a new section 444- to Chapter 444, Hawaii Revised Statutes requiring the Contractors License Board to conduct public hearings prior to making determinations on contested license applications, disciplinary actions, and settlement agreements.

Requires public notice of hearings at least 14 days prior to the hearing date and allows interested persons to submit data, views, or arguments orally or in writing.

Amends section 444-16 to require the board to hold a public hearing on a license application if the board receives timely submitted opposition pursuant to board rule.

Amends section 444-17 to require a public hearing before the board may revoke, suspend, or refuse to renew a contractor's license.

Effective July 1, 2112 (note: date appears to contain a typographical error, as legislative intent likely intended 2011 or 2012).
