Establishes the Hawaii Health Corps program under the University of Hawaii John A. Burns School of Medicine to encourage physicians, physician assistants, and nurse practitioners to work in counties with provider shortages, prioritizing rural areas.

Creates a rural health care provider loan repayment program administered by the University of Hawaii John A. Burns School of Medicine and the School of Nursing and Dental Hygiene to repay educational loans for Hawaii Health Corps participants.

Creates the Hawaii Health Corps revolving fund to cover operational expenses of the program.

Appropriates funds to implement and administer the Hawaii Health Corps program and to support the University of Hawaii's medical school accreditation and residency program expansion, particularly in family medicine.

Addresses physician and nurse practitioner shortages in medically underserved areas, particularly rural communities, to ensure Hawaii residents receive adequate and timely health care.
