Conveys ownership of two parcels of land to the Natural Energy Laboratory of Hawaii Authority (NELHA) that are currently leased by the State to NELHA under general lease no. S-5619 (dated July 13, 2001) and C.S.F. No. 18,422.

First parcel consists of fast and submerged lands at Hamanamana, Kalaoa 1st-4th, and Ooma 1st and 2nd in North Kona, Island of Hawaii, identified as "Natural Energy Laboratory of Hawaii Site, Parts 1, 2, and 3."

Second parcel consists of fast and submerged lands at Kapoho, Puna, Island of Hawaii, otherwise known as the Hawaii Geothermal Research Station, identified on tax map key 1-4-01:1.

NELHA must ensure satisfaction of any bond covenants held by the State, counties, departments, or boards in order to effectuate the land conveyance.

Amends HRS Section 227D-1.5 to allow NELHA to sell electricity from renewable energy sources directly to users on lands leased by the user from the State or the authority, and amends HRS Section 227D-2 to authorize NELHA to manage facilities owned or leased by the authority.
