Amends Section 103D-713, Hawaii Revised Statutes to prohibit governmental bodies from requiring contractors to defend them from liability arising from the contractor's performance under the contract.

Removes the $1,000,000 contract threshold, making the prohibition apply to all contracts (not just those under $1,000,000) entered into on or after July 1, 2007.

Applies specifically to contracts exclusively for services that may only lawfully be provided by a person licensed under chapter 464.

Changes the contract language from "may require" to "shall" require, establishing an absolute prohibition rather than a permissive standard.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that existed before the effective date.
