Creates temporary tourism economic district task force within the Department of Business, Economic Development, and Tourism to investigate revitalization of a specific area in Waikiki.

Task force must convene within 30 days of effective date and include representatives from state and county government agencies, Hawaii Tourism Authority, Waikiki Improvement Association, visitor industry businesses, and the general public.

Task force shall identify and designate district boundaries, determine ideal infrastructure and land use components, and recommend actions including fast-track zoning approvals and tax incentives.

Task force must submit final written report to the governor, legislature, and Honolulu city officials by December 31, 2011, with recommendations and proposed legislation.

Task force terminates June 30, 2012; appropriation authorized from general revenues for fiscal year 2011-2012; Act takes effect July 1, 2011.
