Requires the state auditor to conduct a financial and management audit of the Department of Human Services' public assistance programs administered under Hawaii Revised Statutes section 346-14

Audit must determine federal and state funding amounts for each program, compliance with funding restrictions, number of recipients, and whether programs are implemented effectively and efficiently

Audit must assess vulnerability to fraud and abuse in public assistance programs and identify any significant fraud or abuse incidents

Auditor must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2012 regular session convenes

Effective date: July 1, 2050
