Requires the liquor commission to conduct mandatory training for alcohol servers employed by licensees holding liquor licenses, excluding manufacturers' and wholesale dealers' licenses.

Training must cover recognizing alcohol intoxication, dealing with intoxicated customers, establishment liability for serving intoxicated customers, and statutory prohibitions in section 281-78.

Alcohol servers must complete training within 30 days of employment commencement and for each licensee they work for simultaneously.

Liquor commission must maintain records of trained employees including name, age, address, phone number, employer details, and employment start date, available for inspection by commission investigators.

Permits liquor commission to contract with private entities to provide the training and allows license fees to cover mandatory training costs, effective January 1, 2012.
