Amends Hawaii Revised Statutes section 444-2 to modify the $1,000 exemption threshold for contractor licensing by excluding materials, taxes, and other items, counting only labor costs toward the threshold.

Projects or operations with aggregate labor costs not exceeding $1,000 are exempt from contractor licensing requirements, unless a building permit is required.

Exemption does not apply when a project is part of a larger operation or when contract amounts are artificially divided into multiple contracts under $1,000 to circumvent licensing requirements.

Effective upon approval by the governor.
