Removes the requirement that building plans be submitted specifically to the county fire chief and instead requires submission to "the authority having jurisdiction" for new structures, alterations, additions, and equipment/materials installations.

Eliminates specific building type categories (hospitals, hotels, schools, factories, etc.) that previously triggered the plan approval requirement, making the requirement apply broadly to all new construction and alterations.

Defines "authority having jurisdiction" as the organization, office, or individual responsible for enforcing code requirements or approving equipment, materials, installations, or procedures.

Applies to both State and county entities as well as private persons and takes effect upon approval for all building plans submitted after the effective date.
