Request the Attorney General to establish a task force to study feasibility of counties adopting rules regulating clean and sober housing while complying with federal and state laws.

Task force membership includes 12 representatives from state agencies (Human Services, Health), City and County of Honolulu departments, neighborhood boards, clean and sober home operators, disability rights advocates, and legislative/gubernatorial appointees, chaired by the Attorney General.

Task force directed to examine applicable federal and state laws, community challenges (overcrowding, noise, parking), feasibility of legally sound county regulations, and propose rules for governing clean and sober housing in Hawaii.

Task force must submit findings and recommendations to the Legislature no later than 20 days before the 2013 Regular Session convenes, with proposed legislation due to Legislative Reference Bureau by November 1, 2012.

Task force members receive no compensation but are reimbursed for necessary expenses; task force dissolves on June 30, 2013.
