Hawaii applies to Congress to call a national constitutional convention under Article V of the U.S. Constitution.

Proposes four constitutional amendments: declaring the Patient Protection and Affordable Care Act constitutional; eliminating the Senate's 60-vote filibuster rule in favor of a simpler cloture standard; abolishing the electoral college for direct presidential election; and requiring Senate confirmation of presidential appointees by simple majority within 60 days.

Convention is limited exclusively to proposing the four enumerated amendments for ratification.

Application continues until at least two-thirds of state legislatures submit applications for a constitutional convention limited to these same amendments.

Certified copies must be sent to congressional leadership, Hawaii's congressional delegation, the Governor, and presiding officers of all state legislatures.
