Urges Congress to repeal Sections 1021 and 1022 of the National Defense Authorization Act for Fiscal Year 2012 to restore checks and balances.

Requests amendments to the Authorization for Use of Military Force and the 2012 Defense Authorization Act to prohibit military detention of civilians within the United States and clarify respective powers of Congress and the President regarding war declarations and troop deployment.

Calls for the Authorization for Use of Military Force to expire upon the end of current combat operations in Afghanistan.

Expresses concern that the Defense Authorization Act may authorize indefinite military detention without charge or trial of legal permanent residents and others in the United States, potentially repealing the Posse Comitatus Act restrictions on using the military as law enforcement.
