Request the State Auditor to perform a sunrise review on regulations for ziplines and canopy tours as proposed in Senate Bill No. 2433, S.D. 2, including assessment of alternative regulatory forms pursuant to section 26H-6, Hawaii Revised Statutes.

Require the Auditor to specifically address inspector qualifications and inspector needs raised by the Department of Labor and Industrial Relations during testimony on the proposed ziplines and canopy tours regulation bill.

Direct the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013.

Recognize that ziplines and canopy tours are among the fastest growing activity segments in Hawaii but are inherently dangerous and currently unregulated, necessitating adequate operator training and infrastructure maintenance standards.
