Encourages the Hawaii Community Development Authority and Kamehameha Schools to consider a new land exchange where the State would acquire the Board of Water Supply site in Kakaako in exchange for suitably-zoned state land of equal fair market value.

References a 1991 land exchange agreement and 1992 deed between the State and Kamehameha Schools involving parcels in Kakaako, Heeia Wetlands, and Heeia Meadowlands.

States that Kamehameha Schools has not developed the Board of Water Supply site despite its prime location in the Kakaako Community Development District near downtown Honolulu and major transportation corridors.

Requests the Hawaii Community Development Authority submit a report to the Legislature no later than twenty days before the 2013 Regular Session on the status of any discussions or negotiations regarding the proposed land exchange.

Directs certified copies of the resolution be transmitted to the Trustees of the Estate of Bernice Pauahi Bishop and the Executive Director of the Hawaii Community Development Authority.
