Requests the Honolulu City Council to consider banning tarps and canopies on public beaches or restricting their size.

Notes that the 2010 Ordinance 10-4 banned tents during specified times on public beaches, but tarps and canopies continue to obstruct beach access because they lack "walls" and fall outside the tent definition.

Acknowledges that while beach-goers have legitimate need to protect themselves from elements, this should be balanced with public access and enjoyment rights.

Directs that certified copies of the resolution be transmitted to all Honolulu City Council members.
