Urges the Department of Land and Natural Resources to enter into a memorandum of understanding with the Honolulu Police Department to address security and rule enforcement gaps at harbors operated by DLNR on Oahu.

Notes that the Division of Conservation and Resources Enforcement operates only during normal business hours at harbors and is on-call after hours, leaving boaters without recourse during closed periods.

Identifies problems including excessive noise complaints, barking dogs, reckless boating, and public disturbances that require timely enforcement but often go unaddressed due to limited staffing hours and funding constraints.

Requests DLNR submit an executed memorandum of understanding and a written report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2013 Regular Session convenes.

Directs certified copies of the resolution be transmitted to the Chairperson of the Board of Land and Natural Resources and the Chief of Police of the Honolulu Police Department.
