Requests the State Auditor to conduct an impact assessment of mandating infertility procedure coverage for all individual and group health insurance policies that provide pregnancy-related benefits under S.B. No. 615, as amended.

Requires the Auditor to evaluate both social and financial effects of the proposed mandate pursuant to Hawaii Revised Statutes sections 23-51 and 23-52.

Mandates the Auditor submit findings, recommendations, and any necessary implementing legislation to the Legislature no later than twenty days before the 2013 Regular Session convenes.

Notes that infertility affects approximately 12 percent of the reproductive age population in the United States and that assisted reproductive technologies account for less than 3 percent of infertility services and 0.07 percent of U.S. health care costs.

Directs the Insurance Commissioner to transmit copies of the resolution to all health insurance providers in Hawaii.
