Requests the Executive Director of Hookakoo Corporation to convene a working group to determine stakeholder involvement in conversion charter schools.

Requires the working group to include at least one representative from each school under Hookakoo's jurisdiction from the following groups: parents, teachers, non-certificated school personnel, community members, local school boards, and students.

Directs the working group to review statutes and rules pertaining to conversion charter schools and review Hawaii Revised Statutes section 302A-1124, which requires stakeholder involvement in public schools through school community councils.

Requires the working group to submit a report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013 with recommendations and any proposed legislation.
