Expresses legislative support for the International Space Museum and Cultural Center's plan to build a self-sustained interactive science museum on Oahu focused on space exploration and aerospace education.

Recognizes Hawaii's strategic assets for aerospace development, including its unique location, moon- and Mars-like terrain, resident aerospace expertise, world-class telescopes, and ties with Asia-Pacific space-faring nations.

Requests the International Space Museum and Cultural Center to submit a comprehensive execution plan to the Legislature by December 10, 2012, detailing scope, community integration, international partnerships, construction plans, and costs.

Directs all state agencies and departments to assist by facilitating communication with relevant organizations, providing data and information, and building integrative strategies with the museum project.

Requires certified copies of the resolution be transmitted to NASA, the Governor, University of Hawaii leadership, state economic development officials, and presidents of Hawaii Pacific University, Chaminade University, and Brigham Young University-Hawaii.
