Lessee must pay the State fair market value of the easement as determined by independent appraisal

Replaces the original month-to-month Revocable Permit No. S-5117 with a more permanent long-term easement arrangement

Legislative authorization required under Hawaii Revised Statutes section 171-53 for leasing of state submerged lands
