Requests the Director of Labor and Industrial Relations to identify ways to improve and accelerate the processing of workers' compensation claims by the Disability Compensation Division.

Addresses concerns that health care providers may refuse to treat work-related injuries due to complex paperwork and slow claim processing.

Notes that injured workers may experience delays in receiving treatment due to difficulty finding health care providers who accept workers' compensation cases.

Requires the Director to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the 2013 Regular Session.

Directs certified copies be transmitted to the Governor and Director of Labor and Industrial Relations.
