Request the Department of Human Services to implement a demonstration project integrating healthcare for individuals enrolled in both Medicaid and Medicare to improve patient-centeredness, quality of care, and reduce administrative burden.

Department must optimize participation in the integration demonstration while preserving consumer choice and mitigate impact on competing dual eligible special needs plans by enrolling traditional Medicare only members.

Director of Human Services must submit an implementation plan report to the Legislature no later than twenty days before the 2013 Regular Session, including enrollment targets, integrated care management approach, cost savings estimates, quality measurement infrastructure, and implementation timeline.

Director must submit a detailed findings and recommendations report no later than twenty days before the 2014 Regular Session, including challenges encountered and any necessary proposed legislation.

Certified copies of the resolution must be transmitted to the Governor, Director of Health, and Director of Human Services.
