Request the Hawaii Department of Transportation to study cumulative traffic impacts of all proposed and likely developments on Kamehameha Highway in the North Shore and Koolauloa Districts of Oahu.

Study shall include traffic factors such as background levels, large developments like Turtle Bay Resort expansion and Malaekahana residential development, rental cars, tour buses, in-fill developments, and other related factors.

Analysis must examine cumulative traffic impacts regarding highway capacity using vehicles per hour ratios, levels of service, and other relevant statistical data.

Department of Transportation must submit a report with recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013.
