Requests the Insurance Commissioner to establish a moratorium on premium rate increases for health insurers, mutual benefit societies, fraternal benefit societies, and health maintenance organizations until June 30, 2014.

Allows rate increases only if the Insurance Commissioner finds that extraordinary circumstances exist to justify the increase.

Cites Hawaii's high cost-of-living combined with stagnant wages and high unemployment as justification for the moratorium.

States that a rate increase moratorium would help stabilize the cost-of-living and improve household finances in Hawaii.

Directs certified copies of the resolution to be transmitted to the Director of Commerce and Consumer Affairs and the Insurance Commissioner.
