Requests the Hawaii Public Housing Authority and Hawaii Housing Finance and Development Corporation to create a master plan for redeveloping Kukui Gardens and Mayor Wright Homes in Honolulu's Palama district, in collaboration with Kukui EAH/DGI Associates, L.P.

Kukui Gardens comprises 857 affordable units housing approximately 2,500 residents, and Mayor Wright Homes comprises 363 units that have experienced maintenance problems.

Proposes mixed-use development including commercial and residential market-rate housing combined with low- to moderate-income housing on the state-owned properties, which include half of Kukui Gardens, all of Mayor Wright Homes, and a state-owned strip of land on Liliha Street.

Cites Hawaii's critical need for affordable housing, with approximately 7,000 people on the public housing waiting list, and notes the proximity to a planned transit stop at Dillingham Boulevard and Liliha Street.

Requires submission of findings and recommendations to the Legislature no later than twenty days before the start of the 2013 Regular Session.
